The number of SWAT teams in cities and small towns across America has jumped exponentially in 20 years. Costly paramilitary equipment, training, and tactics are becoming common even on small police forces. Why? The ACLU and other civil liberties groups are working hard to document expanding government power and surveillance. They hope officials will respond to requests for information. Time will tell.
